The activation of a parallel state for an alleged political and “institutional” transition in Venezuela, through a process that disregards the mandate of the Public Powers, is the mark of the new phase of the putschist plan that is being carried out by agents of the opposition since last April.

At a rally in the Chacao theater held last Monday, members of the “Democratic Unity Roundtable” (MUD) announced their intention to block the process of the National Constituent Assembly—a referendum called by the government to change the Constitution—through actions that bypass the authority of the democratically-elected President of the country, Nicolás Maduro, and also to create a new, parallel Supreme Justice Court, a General Prosecutor’s Office and a National Electoral Council, even though the current leaders of each institution haven’t yet concluded their terms.

On this matter, opposition representative Julio Borges, who was elected President of the National Assembly by a vote that was declared illegitimate by the government, announced that on July 16 the MUD will launch a consultative process on the referendum without the approval of the Constituent National Assembly.

The consultation—which seeks to overrule the authority of the Venezuelan head of state, Nicolás Maduro, to convene this instance of originary power, which can be activated without the need for a referendum—is intended to validate in the international arena the plans to remove the Public Powers, under the pretext that they are “not Constitutional”.

Borges announced that the “Zero Hour” would be initiated on the date of the opposition’s referendum: July 16. From then on, they will “activate a superior phase of struggle” on the streets—which is how they call the agenda of terrorism that has caused caused the death of dozens, over 1,400 injured and millions of dollars worth of material losses.

María Corina Machado, leader of the “Vente Venezuela” political movement, said the consultative process (which isn’t contemplated by Venezuelan law) will be carried out in 1,600 points of the country.

“This is the Zero Hour”, which from 16 July on “will be on a higher level, with more strength”, she said.

The Parliamentary right insists that the procedure is void

Earlier that Monday, deputies of the MUD at the National Assembly (who have been declared in contempt by the national government and therefore unable to make decisions in the institution) illegitimately appointed Rafael González as Deputy Attorney General, despite the fact that the Constitutional Chamber of the Supreme Justice Court declared that procedure void.

The organism appointed this official by request of the General Prosecutor, Luisa Ortega Díaz, who last Monday issued a communiqué in which he adheres to the discourse of agents of the opposition who, invoking the Constitution, insist on stepping over the Venezuelan judicial system.
